Amiens, France - Madame le Batonnier Martha
Rupp Carter, also known as Tulsa County Bar Association President,
and le Batonnier Francis Lec of the Ordre des Avocats of Amiens,
France formalized a sister bar association relationship on
October 30, 2007. The bar leaders signed a Memorandum of Understanding
committing their respective associations and attorneys to
establish a relationship beneficial to their memberships.
The document signing ceremony was in Amiens, France in the
city's historic courthouse or Palais de Justice. Tulsa attendees
included Associate Dean of Students Vicki Limas of the Tulsa
University College of Law, Bar member Jacqueline Caldwell,
a private practitioner and visiting law faculty member who
teaches comparative law at the University of Tulsa, and Judy
Glenn, Chairperson of the Amiens Partnership and board member
of Tulsa Global Alliance who worked to facilitate and coordinate
arrangements for the event. The honorable Marie Besse, le
Secretaire General de la Premiere Presidence Cour D'Appel
D'Amiens; M. Tanneguy Larzul, Recteur de l'Academie d'Amiens;
President Georges Fauré of the Université de
Picardie- Jules Verne (UPJV) in Amiens; Batonnier Brahim Sadoq
of the Ordre des Avocats de Marrakech as well as a number
of attorneys of the Ordre des Avocats of Amiens and Marrakesh,
Morroco attended.
A morning meeting among the University of
Tulsa College of Law representatives, both the president and
law school dean along with faculty of Université de
Picardie- Jules Verne (UPJV) preceded the afternoon signing
event. The meeting's focus was to review opportunities for
exchanges and programs between the respective universities
to benefit American and French students and faculty.
Ties between the Tulsa and Amiens communities
are marked by their sister city relationship formally established
in 2005, following a decade of student educational exchanges.
A Memorandum of Understanding was also entered in March 2007
between Oklahoma's State Department of Education and the Academie
d'Amiens which truly helped encourage this regional, professional
and educational focus on law.
The Memorandum of Understanding recognizes
the common interests of the Tulsa County Bar and the Le Barreau
d'Amiens to strengthen ties between the communities; promote
mutual understanding of each country's legal system, profession
and traditions; and, to prepare for legal needs created by
increased globalization and interdependence of world markets.
Amiens is located north of Paris and can
be reached within an hour and a half by train or car. A pressing
issue of the French legal system mentioned in the recent discussions
is a restructuring of the court system which will reduce the
number of courts in operation. Amiens attorneys are planning
to travel to Tulsa and other destinations in 2008.
